Definition

The indicator is based on the Digital Skills Indicator 2.0 (DSI), a composite measure derived from selected internet and software-related activities performed by individuals aged 16–74. These activities span five key areas: Information and Data Literacy, Communication and Collaboration, Digital Content Creation, Safety, and Problem Solving. It is assumed that individuals who have carried out specific activities possess the corresponding digital skills. As such, the indicator serves as a proxy for measuring individuals' digital competencies.

The DSI was revised between 2019 and 2021, and values before and after 2020 are therefore not directly comparable.

The categories for the indicator differ from the UN definition, cf. SDG definition 4.4.1.
