Indicators

8.8.1

8.8.2

Level of national compliance with labour rights

Definition

The indicator measures the level of national compliance with fundamental rights at work, specifically freedom of association and the right to collective bargaining. It ranges from 0 to 10, where 0 represents the highest level of compliance and 10 the lowest. Denmark’s score is 0,19 in 2024.

The indicator is constructed by the International Labour Organization (ILO). It is based on the systematic coding of qualitative textual sources against a predefined set of evaluation criteria, which are then converted into a quantitative score. The underlying sources include six textual outputs from ILO supervisory bodies as well as national labour legislation.

For detailed methodological information, see the official SDG 8.8.2 metadata.

Indicator values for selected countries in 2023 are as follows:

  • France: 0.50
  • Germany: 0.38
  • Netherlands: 0.38
  • Norway: 0.00
  • Sweden: 0.00
  • United Kingdom: 1.25
  • United States: 3.10

These scores indicate comparatively high compliance across most European countries, while the United States shows a lower level of compliance with the fundamental rights covered by the indicator.
